Wasn't selling usd not allowed?

It was announced last year in august that people selling USD isn't allowed. However I'm seeing the same person hosting it and I'm not sure why.

Yeah, it's definitely not allowed. You can report the party and the player and customer service will handle it.

Tried that, multiple times and the person was still making it yesterday.

hard for people to give up on that. lots of people use selling on oW as a form to pay for rent/food/etc or just generally etc stuff, plus a lot of people honestly don't give a crap anymore if someones a buyer/seller. plus if oW were to ban every single buyer/seller, half of ow would be banned, especially the 'rich' ones
